Subject: Convert Times, Margins and Weights

Hi All
New to posting here. I'm hoping someone could help me out with the conversion standard rate between time and margin: 1 length = ? tenths of a second, and also

weight to time: 1 Kg = ? tenths of a second.
And, is there an accepted or otherwise sliding scale for this which changes with distance?

I'm trying to improve my handicapping efforts.
